New Delhi: Live updates from the events unfolding in the wake of a farmer's suicide at Aam Aadmi Party's rally at Jantar Mantar on Wednesday:

  • Farmer Gajendra's sister has revealed that her brother had no intention to commit suicide. “I had spoken to him at around 1.30 pm yesterday. He had told me that he will return home by evening. Also, the handwriting on the so-called suicide note is not Gajendra's.”

“The Delhi government is committed to the well being of farmers and will continue to strive for their betterment. District Magistrate of the area has already begun his probe into the entire incident and the government will await the inquiry report before any further reaction.”

Satish Kumar Jain, tehsildar of Nangal, says crop damage in the region was below 24%. “We had sent the report to the government. The limit for disbursing compensation is 33%.” Jain adds that Gajendra Singh was financially sound.

What happened on Wednesday

An AAP rally attended by thousands against the Land Ordinance on Wednesday turned tragic when a Rajasthan farmer, his crops ruined by untimely rains, hanged himself from a tree in the heart of the capital, shocking India and sparking an ugly political blame game.

"Gajendra (Singh)'s death has saddened the nation," Prime Minister Narendra Modi's office said, referring to the father of three who climbed a neem tree at the Jantar Mantar protest site and died after tying his scarf around his neck to a stout branch.

The statement came hours after the dramatic death when Aam Aadmi Party leader Kumar Vishwas, addressing the mass gathering, suddenly spotted the man on the tree, seemingly precariously perched, and asked police and AAP activists to bring him down.

Three party activists clambered up the tree and untied the scarf. But before they could take a good grip of him, the limp body slipped from their hands and fell with a thud, only to cause chaos at the rally.

Shouting anti-police slogans, some volunteers rushed the man to the Ram Manohar Lohia Hospital, around two kilometers away, where doctors declared him dead.

A hand-written 'suicide note' in Hindi found at the spot said the man was taking his life because rains had destroyed his crops. He ended the note with "Jai Jawan, Jai Kisan, Jai Rajasthan".

In no time, a political war erupted.

Taken aback by the suicide, AAP leaders blamed Delhi Police, saying police did not even respond to their appeals to bring the man down from the tree.

"Police didn't play their role properly. They should have made efforts to save Gajendra Singh. It were AAP activists who put their lives at risk and brought him down and took him to hospital," said Kumar Vishwas.

Asked why the rally was not halted after the incident, AAP leader Sanjay Singh said: "If we had stopped the rally, there would have been a stampede or other law and order problems."

Police denied AAP's charges and said an inquiry was on to find out what happened. The investigation was ordered by Home Minister Rajnath Singh, to whom Delhi Police reports.

The Bharatiya Janata Party hit out at the AAP. Its spokesman Sambit Patra asked: "Why didn't AAP leaders stop the farmer from committing suicide?"

The first to reach the hospital was Congress leader Ajay Maken, who blamed both police and the AAP for the suicide. Congress vice president Rahul Gandhi came calling later.

In Rajasthan, the family of the deceased farmer said Gajendra was shaken after losing his entire wheat crop to untimely rains.

Gopal Singh, an uncle of Gajendra Singh, said that the man was not compensated by the state government.

"He had around 25 bighas (around 2.5 hectare) of land and grew wheat. His crop was destroyed by rains and hailstorm... So far no compensation has been given to us."

The Congress announced Rs 2 lakh as compensation to the dead man's family.

Kejriwal was told of the incident -- it wasn't clear then whether the man was alive or dead -- by some volunteers on the dais. Thinking that the man was probably alive, he said he would call on him after the rally.

In his speech, Kejriwal accused the Narendra Modi government of trying to snatch farmers' land to give it to the "super rich".

"Today farmers have realised that this is not a government of farmers, it is a government of anti-farmers," he said to loud cheers. "This is 'super amiron ki sarkar (a government of the super rich)."

Kejriwal questioned the need to enact an Ordinance to make land takeover easy.

"What is the urgency? Is there a big emergency? What is the compulsion? Is some major project stalled? Our farmers want to know."

300 farmer suicides in Marathwada since January - The Times of India

AURANGABAD: With the worsening drought situation in the region, farmer suicides continue unabated this year. About 300 farmers have taken their lives since January this year.

The highest number (83) of farmer suicides has been reported from Beed district, followed by Nanded with 55 deaths and Osmanabad with 50 cases. Last year, a total of 569 farmers in the region had taken their lives.

Osmanabad is one of the two districts selected by the state government to study the cause of farmer suicides and suggest measures to curb the phenomenon. A team of top IAS officials has been specially deputed in Osmanabad and Yavatmal to study farmer suicides and suggest steps to be taken.

Beed district collector Naval Kishor Ram said, "In 2001, cultivation of the cash crop of cotton brought many changes in rural economy. It has very high input costs. If there is a good harvest, the farmers earn good returns. However, if the crop fails, the farmers suffer huge losses and at times it becomes unbearable for them.

He added that though only 23% soil is conducive for cotton cultivation, majority of the farmers are still opting for it.

State revenue minister Eknath Khadse on Monday said he had sought an explanation from chief secretary regarding the alleged under-reporting of farmer suicide cases in the state to the Centre. "I have asked the chief secretary to find out how incorrect information was sent to the Centre. Instructions have been issued that such incidents should not recur," he said.

Khadse was in eye of storm after Union agricultural minister Radha Mohan Singh's revelation in Parliament that only three farmers in Maharashtra had ended their lives due to recent hailstorm and unseasonal rain. He said the data submitted to the Centre was based on suicide notes.

He appealed to farmers to take inspiration from tribals in Nandurbar and Melghat areas. "Farmers should keep their morale high. They should look at tribal population in Nandurbar and Melghat regions, who lead life despite being surrounded by all adversities," he said.

Khadse took stock of the situation in Marathwada ahead of this year's kharif season. He said the state government was committed to reconstituting farm loans at low interest rate of six per cent. "Discussions are on with Nabard and RBI to accept our proposal. If these banks show reluctance to our proposal, the government will pitch in with necessary financial aid," he said.

The minister said licences of traders hoarding seeds and fertilizers would be suspended immediately and criminal proceedings would be initiated against them. Among other decisions, needy farmers can opt for different machinery needed for ploughing and sowing at nominal rates from central facilities at taluka and regional level.

Modi's one year in power saw 1,306 farmer suicides in Maharashtra

A record 1,306 farmers committed suicide in Maharashtra during the one-year period of Prime Minister Narendra Modi in office - between May 20, 2014, to May 25, 2015, a farmers' watchdog body said here on Monday.
This figure is around 40 percent higher than the same period between May 2013-May 2014, said Vidarbha Jan Andolan Samiti chief Kishore Tiwari. While there are various views about Modi's one year in power, most of them being optimistic, it is not true of the Maharashtra farmers, particularly in Vidarbha - which is the epicentre of Indian farmland suicides in the past 10 years, said Tiwari.

"Official statistics say 1,306 farmers ended their lives as the NDA-II marks its first year in power. In fact, the trend has been increasing and the first 140 days of 2015 (from January 1) recorded the highest ever 448 suicides, indicating serious distress prevailing in the five million agrarian community of the state," Tiwari told IANS.

He said last year's crises, including extensive damage to Kharif and Rabi crops, severe climatic changes resulting in bouts of droughts and floods coupled with hailstorms, and market recessions, have spurred the suicide rates in the state.

"There is no interest among farmers in the ongoing celebrations of PM Modi's first anniversary in the dying fields of Vidarbha and other parts of the state where over three million cotton farmers and two million tribal families continue to battle starvation," he said.
In the past 10 years, he pointed out, Vidarbha has hit international headlines with more than 11,000 debt-trapped cotton farmers' suicides and now Chief Minister Devendra Fadnavis has sought help from Israel to arrest the trend.

The state farmers had celebrated with joy when Modi was swept to power and he assured a solution to their (farmers') problems within 100 days of taking office by proposing some revolutionary formulae.

"Now it is already a year, but the NDA-II seems to have forgotten all its promises on the basis of which the farmers voted for them en masse. The healing touch never came, there was no waiver of old loans or sanction of new loans," Tiwari lamented.

Though the Maharashtra government has declared that 23,811 of the state's 39,453 villages, or around 60 percent, are affected by drought with more than 12 million hectares of farmlands damaged, little is being done to address the situation.

The last union budget spoke of mega investments for infrastructure, but failed to tackle the core issue of direct relief packages to the farmers, especially the cotton cultivators who were throttled by the global open market economy and mismatched demand-supply situation, Tiwari said.

"Most other promises of the government for farmers turned out to be a 'kisan jhumla' and farmers continue to end their lives. On the eve of Modi's one year in office being celebrated, at least 10 farmers have committed suicide in the past three days alone," Tiwari said.

Maharashtra State Relief and Rehabilitation Minister Eknath Khadse said the government has been approached by specialists in the field of cloud seeding to generate artificial rainfall in drier parts of the State.

“We have asked them [the specialists] to give us a demonstration either at Jalgaon, some villages of Vidarbha or Marathwada region, which are dry areas. If the trial is successful, the government is open to trying it,” Mr. Khadse said.

Director of International School of Professional Studies trustee Abdul Rehman Vanoo, who had recently made a presentation to Mr. Khadse, said the technology has been tested in areas like Sindhudurg and Sangli.

“Sugar acts as a propeller and Silver Iodine, which is at the tip of the rocket, is burst in the clouds according to our calculations. This causes a chemical reaction in clouds which causes rain within 40-60 minutes,” Mr. Vanoo said.

“Silver Iodine of 47 per cent purity is required in the process which is to be imported from Argentina. For its import, we need an ‘End User Certificate’ from the State government. Once we get the certificate, we will be ready to import iodine and generate artificial rainfall,” he added.

He also said the technology could be used to shift a cloud to a distance of 80 km from its original position.

Punjab farmer commits suicide - The Hindu
A debt-stressed farmer, who recently met Rahul Gandhi and told him about agrarian problems, on Wednesday allegedly committed suicide by consuming poisonous substance.

The family of the 60-year-old Surjit Singh, a resident of Dadumajra village, claimed that his debt was mounting and he was unable to pay back the loan from bank and others.

Surjit Singh had taken a loan of Rs.10 lakh from bank and other persons but could not repay, the family claimed.

He also could not get good yield from his crop due to unseasonal rains in March and April this year.

The farmer had cultivated his land taken on lease.

Singh had met Congress vice-president Rahul Gandhi during his Sirhind grain market visit in April this year.

According to State Congress leaders, Surjit Singh had briefed Rahul Gandhi about the problems faced by Punjab farmers that included selling their paddy and farmers committing suicide.

Rahul had later raised the issue in Lok Sabha.

When contacted, Fatehgarh Sahib SSP Gurmeet Singh Randhawa said the police registered a case under Section 174 (suspicious death) of CrPC in farmer’s suicide case.

Randhawa said that the family of the farmer had told the police that he was under “depression”.

Congress’ Deputy Leader in the Lok Sabha Amarinder Singh said “the situation calls for agriculture emergency to tackle the agrarian crisis lest it is too late”.

i don't think cloud seeding can be done for the entire rainy season or compensate for low ground water, that too in many parts of maharashtra, and this can't be the permanent solution... the problem is economic... the farmers have two kinds of expenses, (a). necessary ones, including farm upkeep and schooling and basic colleging, (b). entirely avoidable expenses like weddings, festivals, pilgrimages and mba-type college courses.

the political system should have removed from the farmers the burden of both types of expense ( for example, court weddings )... further, the political system should have removed the interest-based economics entirely... not having disconnected economic burdens from the farmers ( or anyone in fact ) produces problems described by your second section of the post...

Centre to give interest-free loans to farmers: Paswan | Zee News

Patna: The Centre has decided to raise Rs 6,000 crore to provide interest-free loans to farmers so that they do not have to go to moneylenders and fall into debt traps, Union Minister Ramvilas Paswan on Thursday said.

Under the proposed farm loan disbursal mechanism, the farmers will get loan without paying interest which will be borne by the central government, the Union Food and Consumer Affairs Minister said here.

Paswan was addressing a press conference to showcase the NDA government's achievements in its one year in office.

Defending the controversial Land Acquisition Bill, he said the proposed legislation was a boon for the people.

The landowners and the people at large stood to gain from the bill as those selling the land will get payment four times more than its market value and the land will be put to use for setting up industrial units for generating employment, he said.

On absence of a consent clause in the bill, he said it was not a new thing as the bill passed during the UPA rule too did not have such a provision.

Rubbishing the allegation of the Narendra Modi-government being 'anti-poor' and 'pro-corporate', he said pro-poor schemes like the Pradhan Mantri Jeevan Jyoti Bima Yojana, Jan Dhan Yojana, Mudra Bank and Atal Pension Yojana were launched for the poor people of the country.

The prices of essential goods like rice, wheat and sugar were also under control, the Union Minister said.

While the rate of pulses and edible oil has seen sharp increase of late, efforts will be made to check hike of prices of the two commodities by importing them, he said.

On the charge that minorities were under constant attack from the majority ever since the NDA government came to power last year, he said "no communal riots have been reported in the country and the minorities feel safer than ever."

Non-NDA parties were using communal card to attack the NDA government, he added.

Patna: The Centre has decided to raise Rs 6,000 crore to provide interest-free loans to farmers so that they do not have to go to moneylenders and fall into debt traps, Union Minister Ramvilas Paswan on Thursday said.

i don't think cloud seeding can be done for the entire rainy season or compensate for low ground water, that too in many parts of maharashtra, and this can't be the permanent solution... the problem is economic... the farmers have two kinds of expenses, (a). necessary ones, including farm upkeep and schooling and basic colleging, (b). entirely avoidable expenses like weddings, festivals, pilgrimages and mba-type college courses.

the political system should have removed from the farmers the burden of both types of expense ( for example, court weddings )... further, the political system should have removed the interest-based economics entirely... not having disconnected economic burdens from the farmers ( or anyone in fact ) produces problems described by your second section of the post...

if Government provides interest free loans from the state owned banks then this will not be burden on the farmers and i think there would be some sort of mechanism in which the bank officials would do regular check ups.

Pune-based Indian Institute of Tropical Meteorology (IITM) tried cloud seeding in 1992 and just a few years ago over Vaitarna and Tansa lakes that supply water to Mumbai.

Micro financing was like to inject money from aboard under NGO's and it worked in other states were there was good rainfall and even good water resources but it failed to in those states where farmers have to be dependable on rainfalls and Vidharba, Telangana did saw the increase of suicides as the farmers were not able to pay the private loans and in state owned banks taking loans was like hard and even WTO mechanism was the reason because of the subsidies issue.

I cant say the situation of micro financing in bangladesh but i think it worked out there because of the water resources and quite plenty of rivers there.

Private banks will work in urban areas and they wont do business in rural areas and majority of agriculture is done in rural areas.
