Yet I chose to see the glass as half full for I see the change in attitudes of the victim, society, media & police.

This to me is the first step for a change to happen.

Pretty much this. India has to do a much better job in urging Women to come out and report them. Train the police in a big way, and make sure the rape victims have some sort of support system.
