The money that Iraq made from the corrupted Oil-For-Food program, which WAS NOT administered by US, was in the billions with much were under the table deals to China, Russia, Germany, France, and cronies of Khofi Annan. How much medicines could Iraq bought with those billions? Why does Saddam need to repair those palaces? Did he not know of the needs of his people?

It was USA that put sanctions on Iraq and refused to lift them

When everybody else wanted the sanctions to be lifted U S OF A came up with this rubbish scheme of monitoring Iraq’s economy by limiting the supply of oil.

Thus making it all but impossible for Iraq to recover from its war damages.

The Iraqis were desperate to award contracts so they chose people who would buy their oil some of them were greedy and needed bribes to persuade their governments to buy Iraqi oil.

Even your own companies and some of state politicians were involved in this dirty business.

You pressured Iraq to supply oil at below market prices and to sell them to your companies /agencies that’s why they sold most of their oil to china, Russia, India and France.

Madeleine Albright us secretary of state (1997-2001) when asked if the sanctions on Iraq which had killed 500,000 children were worth it to punish Saddam Hussien she replied (link below)
