No, it doesn't. It means the accused were operating as a rogue cell or independently. Trump hasn't been elected thrice. And even members of the previous Pak Govt have admitted to Pak role in 26/11. A sessions court issues warrants as a matter of procedure. No one is going to serve the warrants. And even the identity of the people is unknown - just names.
