First, Don,t expect USA to admit it loud that all export versions are degraded or to their saying "is sealed from exposure" or " to be fit into National Disclosure Act.
There are many speculations about the NATIONAL DISCLOSURE POLICY effect on export versions specially for those partners that are not considered as close as Isreal to US. I hope it is all BULLSHIT as you said and Turkish brother get exactly what American get... But let,s be rational for a second.. for a plane that is going to be the air superiority in next 50 years or so.. is it wise to give exact capable plans for countries that there is no guarantee they stay allied?? US learned a valuable lesson with Iranian Shah that they sold Tomcat F-14 with full capability even before their own air force get them.. This is used against their will later after revolution.. Isreal already pressed USA to let them have their own avionics and electronics in order to avoid being in lesser position. Brother..how much close Turkey is to USA.. to their eyes Turkey is still a Muslim country that can turn faces with a revolution.
