As many as 24 ISI agents have been arrested for spying for the Pakistani intelligence agency so far this year, the Lok Sabha was informed on Tuesday.

“In addition to these 24 agents, one Pakistani spy agent detected in October 2016 was Pakistan High Commission, New Delhi based intelligence officer Mehmood Akhtar,” Minister of State for Home Hansraj Ahir said replying a written question.

Of those, who were arrested so far this year, nine were detected in Rajasthan, six in Punjab, two in Gujarat, two in Jammu and Kashmir, one in Uttar Pradesh and four in Delhi.

Mr. Ahir said some of the staff posted in Pakistan High Commission in New Delhi is suspected to be involved in running espionage network.

The official who was apprehended by the Delhi Police for spying was consequently declared persona non-grata by the Indian authorities.

“The Government is taking adequate steps to counter such incidents in future. The Government is resolutely committed to take all necessary steps to ensure the security of the nation and the safety of our citizens,” he said.

Eleven men, including a relative of a ruling BJP councillor, have been arrested by the Madhya Pradesh police’s anti-terror squad (ATS) for allegedly running an international call racket that helped Pakistan’s ISI to spy on India’s military operations.

Officials said they were allegedly operating parallel telephone exchanges using Chinese equipment and SIM-boxes.

All the 11 men have been booked under provisions of the Indian Telegraph Act, besides Section 122 and 123 of Indian Penal Code (IPC), which deal with collecting arms, information and other things for waging war against the country.

MP ATS inspector general Sanjeev Shami said five men were nabbed from Gwalior, three from Bhopal, two from Jabalpur and one from Satna. He, however, refused to speak about the political linkage of those taken into custody.

Shami said that the man arrested from Satna and identified as Balram is allegedly the mastermind of the racket.

“Investigations revealed that Satna (MP) resident Balram was funding the activities of the duo held in Jammu. Balram, who was in constant touch with Pak-based handlers, used multiple bank accounts to fund the anti-national operations of the duo arrested last year in Jammu,” he said.

The two Inter-Services Intelligence operatives, Satwindar and Dadu, were arrested from RS Pura area of Jammu district in November 2016, said Shami. They were revealing sensitive information pertaining to defence installations and camps, besides other matters of strategic importance to handlers in Pakistan.

Balram and his aides operated several parallel telephone exchanges in various cities of MP, including Bhopal, Gwalior, Jabalpur and Satna. Money was allegedly transferred from Pakistan into the bank accounts of Balram via these exchanges. It was subsequently forwarded to the two ISI operatives in Jammu.

Shami said the SIM boxes, which house SIM cards, and other equipment were being used to run the exchanges that masked the identity of callers from Pakistan and other countries.

The calls by overseas handlers were converted into local calls using SIM cards obtained on fake ID proofs and also landline numbers. The calls were made via the internet and sent to SIM boxes which redirected the VoIP traffic onto mobile networks.

This subsequently enabled ISI spies to pose as senior army officers and call up military personnel in Jammu and Kashmir to extract details of strategic operations particularly in sensitive areas near the LoC, ATS sources confided.

“We’ve seized hundreds of SIM cards from the 11 men, who were running such parallel phone exchanges in different MP town. The role of employees of some telecom companies too is under the scanner and more arrests will be made in coming days,” said Shami.

He added the arrested men were not only aiding anti-national operations through these parallel exchanges but also caused enormous revenue loss to the central government and department of telecommunications via illegal conversion of international calls into local calls.

They were also using these call centres to dabble in other illegal activities like money laundering and online lottery fraud.

The racket was busted by MP ATS in cooperation with central intelligence agencies, agencies from Jammu and Kashmir and other states, besides the Telecom Enforcement Resource and Monitoring (TERM) cell of the Union telecom ministry, said Shami.

A similar spying racket was busted by the Uttar Pradesh police ATS last month with the arrest of 11 people. The mastermind of that racket Gulshan Sen, a resident of Delhi’s Mehrauli area, is believed to be the common link between the UP and MP rackets, ATS sources said.

Those in custody include Jitendra, who is a close relative of BJP municipal councillor from Ward No 58 Vandana Satish Yadav.

Gwalior BJP district president Devesh Sharma admitted Jitendra is Yadav’s distant relative but said neither the party nor the councillor has anything to do with the arrested man.

“The law will take its own course and those responsible will not be spared,” Sharma said.

More arrests are likely by the MP ATS in coming days from other parts of the state, officials said.

Jaisalmer: A Pakistani spy was detained by CID and Border Intelligence Police, near Indo-Pak border in Rajasthan's Jaisalmer on Sunday. A joint interrogation is currently underway.

Earlier last week, the Rajasthan Police arrested a Jaisalmer resident allegedly planning to share information with Pakistan Intelligence agencies.


The accused, Sadiq was interrogated and the seized material was analysed after his arrest.

A case was lodged against him under the Official Secrets Act, 1923.

One of the suspected spies was detained in Jaisalmer's Dhanana, while the other was detained in Bihar's Bhojpur.

Jaisalmer (Rajasthan): Two suspected Pakistani spies were detained by the police on Sunday.

One of the suspected spies was detained in Jaisalmer's Dhanana, while the other was detained in Bihar's Bhojpur.


Earlier in the day, a suspected Pakistani spy was detained by the CID and Border Intelligence Police near the border in Rajasthan's Jaisalmer.

A joint interrogation is currently underway.

Five of the 11 people, arrested in Madhya Pradesh for their alleged involvement in a spying racket run from Pakistan, were sent to judicial custody till February 27 by a local court.

Judicial Magistrate Shalu Sirohi sent to jail Trilok Bhadoria, Ritesh Khullar, Jitendra Yadav, Jitendra Singh Thakur and Lashkar Pandit from Gwalior.

They were arrested on February 9 by the Madhya Pradesh ATS and charged with anti-national activities.

Earlier, the court had sent them to police remand till February 12.

The prime accused in the case Balram Singh, who hails from Satna, is in police remand till February 14.

The others five members of the racket - Manish Gandhi, Dhurv Saxena and Mohit Agrawal from Bhopal, and Mohan Gupta and Sandeep Gupta from Jabalpur - who were produced in the local court on February 10 are in police remand till February 14.

MP Anti-Terrorism Squad (ATS) had arrested the 11 people on February 9 after the arrest of Satvinder Singh and Dadu along the R S Pura sector on the International Border in Jammu and Kashmir for sharing secret information of strategic establishments to their overseas handlers in November last year.

The 11 accused have been charged for passing on crucial information of vital installations in Madhya Pradesh to their overseas handlers.

The two had reportedly revealed that they were gathering secret information regarding the locations of the Army and other security forces, and sharing the same with Pakistan on a social networking app.

An ongoing investigation into the recently busted Chinese SIM box-enabled international call racket, which was allegedly aiding espionage by Pakistan handlers in India, has thrown up a shocker.

It has been found that over 60 parallel phone exchanges, similar to the 36-odd operations that have been busted by the Madhya Pradesh police anti-terrorism squad (ATS) in four towns of the state, could be functional in other parts of the country. A similar racket was busted by the Uttar Pradesh ATS last month.

Sources privy to the investigation told HT that most of these 60-plus exchanges are being run in Hyderabad, Odisha, Bihar, Maharashtra and Uttar Pradesh. Data pertaining to these illegal operations has been shared with central intelligence agencies by the MP police.

Three dozen exchanges were busted by the MP ATS across Bhopal, Jabalpur, Satna and Gwalior, and 11 men arrested in this connection.

An interrogation of the arrested men has revealed that the Chinese equipment, including the SIM box, was sourced from a man residing at a state capital in the vicinity of New Delhi. People who operate these illegal exchanges – making the cellular service industry bleed in the process – have been using five web platforms for their operations.

Police said each of these web platforms first gave unique IDs and passwords to the operators. Subsequently, these men would receive international calls from specified VoIP gateways on a round-the-clock basis – masking the caller’s identity before converting the call through the hundreds of GSM SIM cards obtained with fake IDs. “The SIM box acted as a terminal to convert VoIP calls into local calls using the GSM gateways of SIM cards without disclosing the identity of the callers – most of whom are based in Pakistan, Bangladesh and the Middle East,” said an inside source.

Detailed records of the daily income generated by these exchange operators were also stored in unique accounts with the five web platforms. Subsequently, payments were made to them through money-laundering rackets operated by Pakistani handlers. If these men faced any issue with regard to payment, the matter would be easily resolved via Skype.

Balram, a resident of Satna, was found to be funding espionage operations by Satwindar and Dadu – two ISI operatives arrested in RS Pura area in November last year. He was among the 11 men arrested by the state ATS on Thursday.

Of the arrested men, five suspects hailing from Gwalior were produced before a special court in Bhopal on Sunday and remanded in judicial custody. One of them was identified as Jitendra, a close relative of a BJP councillor in Gwalior.

The state ATS is also probing the possibility of 30 phone exchanges, which have been in operation for the last three years, being used by Pakistani handlers to plan the Uri and Pathankot terror attacks.
Each illegal exchange of the kind fetches a monthly income of Rs 25,000-Rs 30,000 for those operating them from undisclosed locations in the country. Investigators have identified at least five Dubai and China-based web platforms, including Dinstar, which help these illegal operators route international calls via VoIP gateways. They are then converted into local cellphone calls through Chinese SIM boxes fitted with hundreds of GSM SIM cards procured with the help of fake ID proofs.

While Shivraj Dabhi, the party’s IT cell in-charge, claimed that Saxena was “not a member” of BJP, his mother Rajni Saxena said he was a member, and is now being framed. Officials said Balram Singh, the alleged kingpin, was purportedly in touch with Pakistani handlers, and was taken into custody after two suspects were held in RS Pura Sector of Jammu and Kashmir in November, and 11 were taken into custody in UP in January-end.

Rajbahadur Mishra, Bajrang Dal convener for Satna district, told The Indian Express that Singh was not a member of the organisation and only used to attend its events. He said Singh had convinced a Bajrang Dal member — Ashish Rathod — to open a bank account a year ago and took away his ATM card. Asked whether Rathod lodged an FIR about fraudulent transactions, Mishra claimed Rathod had informed the police that he had been cheated.

According to ATS officials, Singh had allegedly opened several bank accounts and paid commission to the account holders. Officials said their probe has found that the two J&K-based suspects arrested — Satvinder Singh and Dadu — used to receive money from Singh. The other arrested person Dhruv Saxena, 29, who comes from MP’s Chhatarpur district, had shared on Facebook several photographs with leading BJP leaders from the state. The party’s Shivraj Dabhi said, “We did not know it then (but) it was his strategy to attend our functions without invitation and pose with leaders and post the photographs on Facebook. He was not a member.”

Emphasising that her son is associated with the BJP, Rajni Saxena told The Indian Express, “My son is a patriot. He will never engage in any anti-national activity…. Why is he being singled out and painted as anti-national for his reported association with the BJP?”

ammu: Recovery of a wireless set by a villager near the Indo-Pak border in Samba district of Jammu and Kashmir today triggered panic before it was found that the device belonged to the army.

"A wireless set was found lying in the fields by a farmer in Londi Samba belt in Samba," a BSF officer said.

It triggered panic in the border belt, he said.

Terrorists are known to be using wireless sets and security forces have recovered these devices from them umpteen times.

The device was handed over to BSF and on probe, it was found that army patrol party had lost the set and it is being handed over to them, officer said.

The Anti-Terrorism Squad (ATS) busted an espionage ring in Bhopal and arrested 11 people allegedly working for the ISI and passing sensitive information of strategic importance across the border.

The ATS also unearthed several clandestine telephone exchanges, thousands of SIM cards and a large number of mobile phones used for establishing contact with ISI officials.

“The spy network has passed sensitive and strategic information to the ISI and other agencies in Pakistan. When they were caught, it was revealed that the network has spread nationwide. Telephone exchanges have been established in four big cities,” Scindia said.

“The inquiry and investigation into the matter should be handed over to the CBI and the Supreme Court should monitor the probe. The BJP has compromised with the national security. There can’t be any kind of compromise on the internal security of the country,” he said.
