Not all journalists but those on the payroll of certain agencies. There is a group of such journalists that include Hamid Mir (Jafar), Amir Mir (Jafar), Najam Sethi (fought alongside Baloch insurgents himself against the state), Ansar Abbasi (TTP apologist) etc. They will never call the terrorists as terrorists because by doing so they'll make their funders angry and their paychecks will be stopped and anti-state activities exposed.

What other targets can be given to these terrorists except creating unrest and raising security concerns and risks?
