Mexico abruptly withdrew a multi-billion-dollar contract on Thursday that it had awarded to a Chinese-led consortium to build the country's first bullet train, AFP reported on Friday.

The report quoted Transport Minister Gerardo Ruiz Esparza as saying President Enrique Pena Nieto decided "moments ago to revoke the November 3 ruling and restart" the bidding process.

Mexico's Ministry of Communications and Transport announced on Nov 3 that the only bidder, a Chinese-led group headed by China Railway Construction Corp and including a handful of Mexican construction firms, had been granted the contract to bring the first high-speed rail line to Latin America.

The 50.8 billion peso ($3.7 billion) project involves building a 210-kilometer high-speed line to connect the capital, Mexico City, with the growing industrial hub of Queretaro to the north by 2017.

On completion, the bullet train will cut travel time from about two and a half hours to less than an hour, with trains traveling at a maximum of 300 km/h.

The deal was revoked to avoid "any doubts about the legitimacy and transparency" of the bidding process after only one group participated, the report cited the minister.

ahahahahahahhaahah.......Well BOQ77, to be honest me myself im surprised to hear this news.lool

However, seems the project will be cancalled altogether, since i believe the time they will give for a new tender wont be enough for another competitive consortiums to be formed and even if someone presents a bid, the offer wont be as convenient as the one the chinese made in the first place(i.e without talking about the finance/loan part which no other new consortium is ready to offer )

Moreover im not sure the Chinese will participate in another new tender yet again.lool Since if they did and won again, it will be considered a waste or resources/cash and time for mexicans asking why they cancelled it in the first place.:lol:
Apart from this, its likely that any new tender from Bombardier , Siemens or Alstom will definitely be way more of an expensive bid than that of the chinese and will be declared NOT SOLVENT, then the project dies.:agree::D

Seems Mexico wont have the first high speed railway in the Americas after al.......Carlifornia here you come....:enjoy:

MEXICO CITY (AP) — The private home of President Enrique Pena Nieto was built and is registered under the name of a company connected to a controversial high-speed rail contract that he abruptly canceled last week, according to a report by a leading Mexican journalist.

The $7 million home on a 15,220-square-foot property in Mexico City's most exclusive neighborhood was built and is owned by Ingenieria Inmobiliaria del Centro, a company belonging to Grupo Higa, according the report published Sunday by Aristegui Noticias, website of journalist Carmen Aristegui.

Constructora Teya, another Grupo Higa company, was part of a Chinese-led consortium that received the $3.7 billion, Mexico-Queretaro high-speed rail contract, a project Pena Nieto showcased as part of his push to modernize transportation in the country. Opposition lawmakers criticized the rapid approval process that produced only one bidder as smacking of the insider favors long associated with Pena Nieto's political party, the institutional Revolutionary Party, or PRI.

The winning consortium included China Railway Construction Corp. and the Mexican firms Constructora y Edificadora GIA, GHP Infraestructura Mexicana, Prodemex and Constructora Teya.

A government statement released late Thursday said the bidding process will be reopened to give others a chance at the project.

According to the Aristegui article, the modern, all-white house with a lighting system to cast it in a variety of colors has never been declared by Pena Nieto in his disclosure statements. It says the disclosures of his wife, former actress Angelica Rivera, are confidential. The property is connected to a home owned by Rivera.

The article did not specify what laws if any are broken by the president using a house registered under another name.

Aristegui couldn't be reached for comment Sunday.

The Office of the President issued a statement Sunday afternoon saying Rivera signed a contract to buy the house almost a year before Pena Nieto took office, independent of her husband. She had a down payment of 30 percent of the cost.

It notes that Rivera, a popular actress and singer, has the resources and is making payments to the builder, Ingenieria Inmobiliaria del Centro. Once she has paid off the debt, the ownership of the house will be changed to Rivera's name, the statement said.

According to the Aristegui article, Grupo Higa and its affiliates were granted more than $8 billion pesos ($600 million) in construction projects in the state of Mexico when Pena Nieto was governor. Eolo Plus, an air-charter service owned by Grupo Higa, ferried Pena Nieto and other officials during his 2012 presidential campaign, while another Grupo Higa company printed campaign materials.

The Chinese-Mexican consortium faced no opposition when it was picked Monday to build the 210-kilometer (130-mile) line between Mexico City and the central manufacturing hub of Queretaro.

Companies had been given just 60 days to present an offer even though some had asked for more time.

Sixteen firms had initially shown interest -- including industry giants Mitsubishi of Japan, Alstom of France, Bombardier of Canada and Siemens of Germany -- but ultimately stayed out of the contest.

Transport Minister Gerardo Ruiz Esparza said the government would likely reopen the bidding in late November and give companies six months to submit an offer.

well a bid is considered a legal contract, so when you accept a bid it is binding. IF you negate than there are grounds for lawsuit.

Yeah a tender once accepted is legally binding unless irregularities are proven in the tender process

If we are suing the Mexicans, competitors like Germany Japan France ... etc are not going to file their tenders without knowing the outcome of the lawsuit. But it will damage our relationship with the Mexicans no matter if we win or lose the legal case :coffee:

Mexico's transport ministry SCT said it will compensate the China Railway Construction Corporation-led consortium that won the Mexico City-Querétaro high speed passenger train tender, which was voided last week.

International news agencies reported this week that the Chinese government and CRCC are exploring legal options following the decision by President Enrique Peña Nieto's administration to cancel the tender process after the SCT awarded it on November 3.

The CRCC-led group, which also includes four Mexican companies – Constructora y Edificadora Gia, Prodemex, GHP Infraestructura Mexicana and Constructora Teya – was the sole bidder with a 50.8bn-peso (US$3.75bn) offer.

"In accordance with the public works and related services law, when a tender is canceled after being awarded, we will look at the costs incurred in the presentation [of the bid] and will negotiate the damages that all of this may have meant," SCT general director for rail and multimodal transport, Pablo Suárez Coello, was quoted as saying by Milenio newspaper.

The SCT previously said the tender – which was canceled after local media raised concerns about possible conflicts of interest involving the group's Mexican companies – will be relaunched "with the goal of providing more time and facilitating the involvement of a higher number of train manufacturers."

The high speed train will cover 210km between the Buenavista station in Mexico City and downtown Querétaro city, reaching speeds of up to 300km/hour.
