Pakistan badly needs a new domestic spy agency, something like NSA to crack down on internal terrorist cells. Keep an eye on NGO's, financial transactions, passenger lists between several ME hubs and Pakistan's main airports to begin with.

New agency would be too much hassle, rather go for the tried and tested one. But weed out the ones that fail. When was the last time an offr of LEA or int was suspended or fired for failing to prevent these attks?
