2 alleged Taiwanese poachers arrested
By Evelyn Macairan (The Philippine Star) | Updated June 12, 2015 - 12:00am

MANILA, Philippines - Two Taiwanese were arrested at past midnight yesterday in a fishing boat near Balintang Channel off Batanes island on suspicion of poaching.

They were identified as boat skipper Lin Dah Gwo and engineer Wu Jenq Shyong.

The Coast Guard became suspicious because the foreign fishing boat had different configurations, like being bigger and not having any outriggers compared to the average fishing boats, according to Capt. Allen Toribio, monitoring control and surveillance (MCS) 3007 commanding officer.

MCS 3004 under Commander Angel Viliran helped MCS 3007 in towing the Taiwanese fishing boat to Cagayan.

The two Coast Guard ships approached the Taiwanese fishing boat from opposite directions, Viliran said.

“I came from the left, while MCS 3007 came from the right side of the fishing boat,” he said.

They became more suspicious when the fishing boat turned off its light upon seeing them, Viliran said.

The Coast Guard had to stop the Taiwanese boat within 30 minutes as were running low on fuel, Toribio said.

“So we have to apprehend the boat, otherwise I would be forced to withdraw from the operation,” he said.

“As we were approaching, the vessel turned on its engine and seemed to attempt to get away from us, so the MCS 3007 intercepted it.”

The fleeing fishing boat was caught some 11.3 southeast of Balintang Channel within Philippine waters, Toribio said.

Coastguardsmen on board two ships of the Bureau of Fisheries and Aquatic Resources (BFAR) spotted the Taiwanese fishing boat near Balintang Channel at around 12:45 a.m. of June 11 while heading home to Port Irene in Sta. Ana, Cagayan after patrolling Basco, Batanes.

A boarding team from the Coast Guard and BFAR did not find any fish on board.

The area around Balintang Channel is rich in fish like lapu-lapu (grouper) and tuna.

The two Taiwanese will be charged before the Cagayan Provincial Prosecutor’s Office.

Their boat will be docked under guard at the Coast Guard sub-station in Sta. Ana, Cagayan.

Taiwan defends innocence of fishing boat detained by Philippines
2015/06/12 20:47:25

Taipei, June 12 (CNA) A Taiwanese fishing boat detained in the Philippines on charges of poaching in Philippine territorial waters is innocent because satellite monitoring data shows that it was not fishing at the time, a Taiwanese fishery official said Friday.

Furthermore, there were only two Taiwanese nationals aboard the Donggang, Pingtung County-registered boat the Der Man Fu No. 3 (得滿福3號), when it was seized by a Philippine patrol boat a day earlier in waters over 10 nautical miles from the Philippine island of Balintang, Fishery Agency Deputy Director-General Huang Hung-yen (黃鴻燕) said.

With only two people aboard, the boat "could not have been fishing at all," Huang said.

The Der Man Fu No. 3 is now anchored in a northern port in Luzon, he added, noting that both the fishermen and the boat are safe.

The skipper's brother has told reporters in Pingtung that the fishing boat was only passing through Philippine territorial waters. Huang said Friday that he was told the ship was planning to pick up a foreign crew in another port.

The fishermen will face an investigation since they have been accused of poaching in Philippine territorial waters, according to Philippine officials.

This is the third incident involving Taiwanese fishing boats and the Philippine Coast Guard since early May.

Escalating tension instigated by these incidents has caused the postponement of a meeting between Taiwanese and Philippine officials scheduled for June 14-18 to discuss guidelines for the enforcement of fishing rights.
