The government has formulated a new design to transform Dhaka Medical College Hospital into a state-of-the-art medical facility by constructing 27 new multi-storey buildings and increasing bed numbers to 5,000 to provide better treatment to more people and improve the quality of medical and nursing education.

According to people concerned, the new design would be implemented at an estimated cost of Tk18,000 crore on the current premise of the hospital, keeping all the historical buildings intact. A target has been set to inaugurate the new facilities by 2027.

According to the new design, 27 buildings for hospital, medical college, library, seminar, dormitory will be constructed on the 108.5 bighas of land of Dhaka Medical College Hospital. Of these, there will be six hospital buildings each with 17 floors. Other buildings including the residential ones will have 20 floors.

Hospitals, medical colleges, nursing institutes, seminars, doctor's lounges will be interlinked. The hospital will have two emergency wards and two outdoors, as per the design.

The design suggested no vehicle movement on the hospital premise except for ambulances. All the vehicles will be in the basement where a three-storey underground parking space will be made with a capacity for parking 5,000 cars. There will also be an automated car parking facility. The hospital will have several entry points that will be used based on traffic analysis.

The current frontal look of the Dhaka Medical College has been kept intact in the new design and excluding the historic buildings, all the other infrastructures will be demolished to make way for new constructions.

Dhaka Medical College now has more than 60 departments and sub-specialist departments. However, each department will be shifted to new buildings in a way that the medical and educational activities are not hampered.

DMCH sources said a project proposal has already been prepared for the implementation of the mega project as per the feasibility study. It will be sent to the Planning Commission within this year for final approval.

Brigadier General Nazmul Haque, director of Dhaka Medical College, told the Business Standard, "As a 100-year-old building, Dhaka Medical College is an archaeological heritage site. The construction work will continue by preserving the tradition and keeping the daily activities of the hospital running."


He said, "The new buildings would be constructed keeping all the modern and digital facilities. The medical record system would also be modernised. Also, since 80% of our clients are low-income people from remote areas, their comfort would be prioritised."

At present, more than 3,500 patients are admitted daily to the 2,600-bed hospital. However, the additional patients receive treatment by staying on the hospital floor, veranda or side of the stairs.

Nazmul Hoque said, "Dhaka Medical College never sends any patient back without treatment. If we can arrange 5,000 beds then we will be able to provide adequate bed services to the patients who are now admitted in the wards, verandas and stairs. There will be 1,000 floating beds outside for patients who would come for minor surgery or chemotherapy and stay there only for a day."

According to the people concerned, the new design of the entire complex has been made as per the directive of the Prime Minister. Although the DPP proposed to complete the construction work within six years, it has been changed to four years as per the Prime Minister's instructions.

With the expansion of medical services and educational activities in the hospital, the option for practical training for nurses, third-class staff and doctors will be expanded. Besides, international seminars on health will also be organised regularly, the medical college authorities said.

Nazmul Haque said, "The MBBS, FCPS programmes will continue here and options for PhD research will be added. New departments will also be introduced that will increase the scope of our knowledge. The number of skilled doctors and health workers will increase," said Nazmul Haque.

"The tendency of our people to go abroad for better treatment will decrease after the implementation of the new design. Then people will get an improved service at a lower cost," he added.

The new design of the hospital has been done by Professional Associates Ltd.

Manju Ara Begum, chairman of Professional Associates, told The Business Standard, "DMCH is a historic infrastructure, so, the design has been done keeping the historical part intact. The IT system of the hospital will be fully digitalised. Now, our challenge is to complete the project of upgrading Dhaka Medical College Hospital to a gold standard hospital within the stipulated time."

Y'all should offer scholarships to international students - it helps your soft power
Because private medical colleges are kinda expensive many students go to cheaper med schools overseas like china, centeral asia etc
Bangla can target this international student market by even giving out scholarships/subsidize part of the education
He talks about why he chose to go to centeral Asia for medical school

You can make a whole industry out of cheap higher education for devaloping countries, China does it and also gives out scholarships

Nice-looking buildings with modern facilities (is it called digital?) are needed. However, the more needed component is the quality of doctors who can diagnose and prescribe medicine correctly.

Considering the outward flow of patients to India and Singapore, it seems the country's medical education system is inefficient and the medical profession is used to earn big money.

Any country needs an insurance system whereby the city, town and local union offices collect insurance money from their respective citizens. The residents must be able to get treatment at a reasonable cost.

Medical hospitals and clinics lack proper administration. I have paid FEE to the hand of doctors. Very shameful. It happens because the govt has failed to create a proper system.

BD is a country of "Do as you like without anything called a proper system". I don't think this digitalization will really help the country. It will cause a few at the top to earn a few million dollars of illegal money.

Note also that a country's factories produce medical equipment. BD factories cannot produce, but even then our great Finance Minister would come out to claim 10% growth every week.

Can one inform me if BD medical doctors need to sit for Licence exams as seen in the developed countries of the world? The medical system is in shambles.

There are at least three more mega-hospital complexes being constructed in Dhaka right now, please see below.

Number one is HDC Hyundai Development Company contracted BSMMU Hospital addition in Bangladesh in the former plot of the Hotel Shahbagh (I can't find recent pictures which shows building is topped out, interior finishing going on right now).​

HDC Hyundai Development Company has recently reinforced its position in the overseas market by winning a construction project for Bangabandhu Sheikh Mujib Medical University (BSMMU) Hospital in Bangladesh, worth about US$63 million (about 68 billion Korean won).

The BSMMU Hospital Project has been launched by Bangabandhu Sheikh Mujib Medical University, Bangladesh’s top national university located in Dhaka, the capital city of Bangladesh. The hospital will serve as the first specializing in treating severely ill patients. Once the 700-bed BSMMU Hospital (with 9 stories above ground and 2 stories below ground) is completed on the 53,000m2 site, it will offer the biggest medical service system in Bangladesh.

The main driving forces behind winning the project were HDC Hyundai Development Company’s technological skills accumulated through Korean hospital construction projects, including Asan Medical Center (Seoul), Ulsan University Hospital’s Ulsan Cancer Center, and Gangneung Asan Hospital, and the company’s cost competitiveness. Taking this opportunity, the company plans to actively explore high-quality projects in infrastructure and construction by establishing additional branches in Vietnam and Bangladesh.

Meanwhile, HDC Hyundai Development Company has been steadily operating in the high-risk overseas market. Having successfully completed construction of the Banegas Bridge in Bolivia last September, the company is also steadily proceeding with the Hung Ha Bridge Construction Project. In the future, HDC Hyundai Development Company will continue to obtain lucrative overseas orders based on its strong financial structure and differentiated competitiveness.

“This project is meaningful because it is the largest in the hospital sector among the government’s official development assistance (ODA) efforts,” said an official from HDC Hyundai Development Company. The official added, “In addition to stable projects such as this one, which is funded by the Economic Development Cooperation Fund (EDCF), the company is planning to engage in overseas projects as a developer.”

BSMMU’s New Specialized Hospital funded by Korea well under way: says Envoy


South Korean Ambassador to Bangladesh Lee Jang-keun on Thursday (Sept 23) visited the construction site of the new Super Specialized Hospital under Bangabandhu Sheikh Mujib Medical University (BSMMU).

The project is being funded by South Korea’s concessional loan, Economic Development Cooperation Fund (EDCF), with the total cost of US $ 130,917,000.

The groundbreaking ceremony for the construction was held in September 2018 with the presence of Prime Minister Sheik Hasina is well in progress despite the impact of COVID-19 and is expected to be inaugurated soon, said the Korean Embassy.

South Korean companies, Hyundai Development Company (HDC), Sunjin Engineering and Samsung C&T are involved in the implementation of the project.

The hospital is designed to accommodate a total of 700 beds and 5 specialized centers. It will also be equipped with cutting-edge medical devices and health information system (HIS).

The new hospital will feature the largest medical service system in Bangladesh. The project goes beyond a mere construction of the building. Doctors and nurses of the BSMMU have been invited to Korea for medical education and training.

And hospital managers have also visited Korea to participate in training in hospital operation and management.

During his visit to the site, Ambassador Lee said “It is the largest project of in medical area with Korea’s support. This Hospital will be the first specialized hospital in Bangladesh for the treatment of critical patients and serve as a symbol of our close relationship and ever-strengthening friendship.”

The health sector has long been one of the priority areas of South Korea’s ODA to Bangladesh with an aim to help providing quality healthcare services to Bangladesh people.

To name a few, Korea established Bangladesh-Korea Friendship Hospital in 1998 in Savar which added an Eye Care Unit to the hospital recently.

The National Institute of Advanced Nursing Education and Research (NIANER) opened in 2016 with the support of KOICA, a Korea’s grant aid agency.

Korea invited so far more than 250 Bangladesh medical professionals to Korea and provided education and training in various areas of medical expertise.

Ambassador Lee stated, “South Korea continues to commit to improving healthcare service in Bangladesh through various ODA projects so that Bangladesh people can enjoy quality healthcare service and health life.”

Dr. Md. Sharfuddin Ahmed, Vice-Chancellor of BSMMU, Md. Shahadat Hossain, Additional Secretary of the Ministry of Health and Family Welfare, Md. Zulfiqur Rahman Khan, Chairman and Director of the Project of BSMMU and other staff of Hyundai Development Corporation, Sunjin Engineering and Samsung C&T were present during the visit.

In June 2018, BSMMU signed a deal with Hyundai Development Company (Korea) to construct a 1000-bed super specialized hospital at its compound. Vice-Chancellor of BSMMU Professor Dr. Kanak Kanti Barua presided over the signing ceremony. The general manager of Hyundai Development Company Jong Chol Shin and head of the surgery department of BSMMU Dr. Md Zulfiqur Rahman Khan signed on behalf of their respective sides.

BSMMU Super Specialized Hospital project:
  • Total land of the construction area is 3.8 acres on the north side of BSMMU cabin block.
  • Total 13-Storey smart hospital building.
  • Estimated cost of project is BD Taka 1,366 crore was initiated.
  • South Korea will provide Tk1,047 crore as a low-interest loan with a 40-year repayment period facility.
  • One thousand (1000) bed hospitals will be equipped with most modern equipments.
  • It will have the capability of treating some 5,000 - 8,000 patients at the outdoor department each day.
  • For the first time, ‘centre-based’ medical services will be provided here.
  • It will be the first patient-friendly green hospital in Bangladesh.
  • Everything will be run on the hospital in digital system.
  • Initially 80 doctors and 30 nurses will be trained from Korea to serve people with dedication.
  • As per the agreement, the construction work will be completed in 30 months.

There will be beautiful gardens around the hospital, sunken gardens, rooftop gardens, and other environment-friendly facilities. The Super Specialized Hospital will be a full-fledged research center.

On the inauguration, the Prime Minister also opened the new structures constructed under the Centre of Excellence Project at BSMMU. The structures include a convention centre north side of the Intercontinental (now Sheraton) Hotel, Doctor’s dormitory, and the diagnostics and oncology building on the Bangabandhu Sheikh Mujib Medical University (BSMMU).

The entry won the 3rd prize in the Open Architectural Design Competition for “Health Complex One” Project organized by Grameen Telecom Trust (GTT) and Grameen Kalyan (GK). The challenge of the project was to create a reciprocal dialogue with the surrounding urban environment as well as emphasizing the ideology of social business and sustainability. To provide a productive landscape was the centerpiece of the project development around which usable spaces are arranged pragmatically.


PROJECT BACKGROUND
Grameen associated companies are expanding their activity, operation and business since their inception. They strive to transform societies through Social Business. Through practical realization of Social Business ideas they envision in achieving a world without poverty. Grameen associated companies will make every effort to implement projects within 2025 abiding by the policies set forth for Social Business. Grameen Telecom Trust (GTT) and Grameen Kalyan (GK) have purchased 25.75 bighas (8.51 acres) of land in joint venture on Avenue 2 at Diabari, Uttara 3rd Phase, Dhaka. On 19 bighas (6.28 acres) of area within this land GTT and GK are planning to develop a project named ‘Health Complex One Project’ comprising 500 bed Samajik Medical College Hospital, Grameen Caledonian College of Nursing and Samajik Health Technology Institute. Commercial high-rise building(s) will be constructed on the remaining land.

DESIGN CONCEPT

“Towards Productive Architecture: A Bioclimatically responsive complex”

While cities offer opportunities for living a life with a low ecological footprint, they suffer from pollution, noise and remoteness from nature. Integrating vegetation into the urban fabric allows us to improve these quality of life issues, by offering ‘Biophilic’ benefits (intuitive and deeply ingrained attraction to nature, and a biological need for contact with the natural world) to inhabitants, increase the ecological productivity of the site, and connect buildings with their unique local environment.

In the spirit of Grameen-
Visioning future as an enabler of social business ideas, Grameen focuses to achieve a world without poverty. It initiated to implement projects in healthcare sector and various other areas within 2025.While designing the project ‘Health Complex One’ at Diabari, Uttara, Dhaka, we metaphorically assumed that as self reactive platform, the building entity connects and works according to people’s activity, need and possible reaction to nature. This design inspires the buildings work together as generically expressive buildings which do not differ from its own climate and context.
The intention was to address issues of food production and sustainable land use in this site. Perhaps the most cost effective and rewarding benefit of integrating vegetation into buildings is the biophilic connection it gives to building occupants that we tried to provide. Plants are part of the high quality environment that sustainable productive architecture should focus. The design of this complex aims at identifying, through the perception of different groups of users of urban space and provided nature.
DESIGN MORPHOLOGY
Building Form, Orientation, Accessibility & Circulation in the Masterplan

In the masterplan, the building forms have been generated through various phases of design and oriented according to its different activities and possible reaction to oriental weather. Inner courtyards in-between building forms and open green vegetation area have been introduced to ensure cross ventilation and to create maximum vista to the site.

Orientation is a significant consideration as proper placement of the built forms will enable the buildings to receive maximum natural ventilation and light. This would save electricity and in the long-run prove to be environment friendly. The masterplan is designed in such manner so that the buildings gain maximum natural light but avoid the heat and also well ventilated by the openings and well protected from heat by angled louvers throughout building periphery.

The nursing college academic block and hostel block have their own courtyard to circulate natural air. Buildings also have been designed with single loaded corridor circulation to ensure maximum ventilation. The whole complex has its own peripheral vehicular circulation and every building has pedestrian access. Inside the complex, around building blocks and vegetable garden has pedestrian connection to each other.

Addressing Urban Context with Open Green

The site is in an area which can be seen as a margin of the residential belt of Uttara. The approach to the site is clear and conscious in terms of visibility. The architectural strategy for the exterior of the buildings was to maintain the same expression to create a strong establishment. The green vegetation area on the ground and open terraces has been considered as stronger portion of the master plan.

Towards Productive Architecture: Organic Vegetable Gardening area
A big green area on the ground has been considered as productive food source of the master plan. We designed around 50,000 sft area for this organic vegetable gardening purpose, which will grow various all-year round vegetables (potato, bottle gourd, eggplant etc.) and seasonal vegetables (tomato, cabbage, cauliflower, onion, spinach) for the inhabitants of the hostel area and serve the canteen as well.

The green terraces allow vast amounts of light and ventilation deep within the building; and provide pleasant views to those working or residing within the building. The shrubs in these open terraces will help to filter pollutants from the air entering into the interiors.

Dhaka Medical College and Hospital was founded in 1946, The British Raj colonial architectural style is obvious....as with another building of a bit earlier vintage, Curzon Hall.

Corruption, kickback

Don't know why, but some time back there was a thread about 5-6 motorways project in Bangladesh and even it's per km cost was almost 4-5 times more than the average cost in Pakistan.

And Pakistan came very on top in corrupt countries as per transparency international. Speaks for itself.

The total cost of 800 beded "Pakistan Kidney and liver institute Lahore" was 24 billion pkr or $140 million approx.

That gives you a relative cost for 5000 bed hospital $875 million. Still almost three time less. Despite the the fact that even PKLI faced corruption and missuse charges.
