No idea about USA but Srilanka and Pakistan have historical military ties in 1971 Srilanka supported Pakistan and provided refuelling facilities to PAF planes so India created Tamil tigers to teach Srilanka a lesson. India wanted to help LTTE in the cover of IPKF but things went wrong India lost more than 200 man on first day of so called peace keeping.

Later in 2008 Pakistan provided military hardware to Srilankan army and PAF provided extensive training to Srilankan airforce and they carried out successful strikes on LTTE headquarters and LTTE is no more.
 
India made a wrong step by taking action in srilanka and dropped thousands of soldiers inIsland.That shows Indian policy to interfere in internal issue of other nations.
 
Tamils Tigers were the greatest terrorists this world has seen. And India was actively supporting them until 1991.
 
I agreed, It was Pakistan who helped Sri Lanka in time of need.
Thats why Srilankan call us 'A friend in need is a friend indeed'

Without India's help Sri Lanka could not have touched the LTTE top leadership . It is good that we supported them end that menace . They had gone rogue . But we need to ensure common Tamils atleast get their basic human rights .
