Indian Defence Minister AK Antony has just informed Parliament about the 197 reconnaissance and surveillance (RSH) helicopter acquisition programme, that's already delayed:

"The Ministry has not deferred its decision of purchasing of 197 Light Utility Helicopters (LUHs) and the procurement case is under examination. The Defence Procurement Procedure lays down stringent guidelines to effect utmost probity and transparency in procurement transactions. It is not a fact that these helicopters were to be purchased from Government of Italy. In the context of an allegation against one service officer, as appearing in the media, information has been sought from the Government of Italy."

:undecided: if we buy from outside delivery wont start before 2 year, our own LUH gonna be ready within 2-3 years , then why this kolaveri di?

there is only metal cutting start in LUH program and if you look at the track record of HAL project might be delay if all goes well then 2-3 yr.

Guys stop living in a fantasy world where HAL is already mass producing a LOH able to start serving the Indian military tomorrow this is simply NOT the case. The HAL LOH hasn't even been assembled yet nor had its first flight, we are atleast 5 years away from a delivery of the first LOH to the Indian forces. As such the imported LUHs are a must- the Chetahs and Chetaks they are replacing are getting excessively old and why should the Indian forces suffer as HAL develops and develops but doesn't deliver? We don't know how the LOH from HAL will progress. Let's say the IA/IAF screp this foreign LUH deal in favor of waiting for the HAL LOH, we could find in 5 years the HAL LOH is not up to the mark which requires either a major redesign or scrapping entirely and then the Indian forces would have to look abroad and start from square one which would take another 2-3 years to select and another 2-3 years for deliveres to begin so it could be another DECADE before such helos are inducted for India. Just not an acceptable risk for forces trying to deeply modernise.

The Indian forces are merely hedging their bets- if the HAL LOH is a success as we all hope then great, no more orders for abroad above the 197 already on order/delivered. But if there are delays or the HAL LOH is not up to the mark then they simply order more foreign LUHs.

@topic- very pleased with this news, I had feared this contract had been scrapped for numerous reasons.

Not to mention that not even an engine was selected, or that it requires much testing of the prototypes till the helicopter will be mature and ready enough to enter serial production. All these silly compains about WE WANT INDIGENOUS STUFF are far from reality, when will people start to understand that! :hitwall:

Yes main issue is engine coze last time i here that there was some issue between HAL and Turbomeca they want more bigger share for LuH.

If I remember correctly, the price they asked for developing a smaller version of Shakti engine was too high and a dedicated engine competition should be opened. Personally I think, that this could be the prime issue for the delays of the LUH deal, since it would be a great chance if we could use this engine for Fennec and HALs LUH in high numbers.

I hate it everytime MOD invites a global tender.

It is such a painful process that people just feel let somebody win ASAP to just start getting the equipment in.

I wish the guy who suggested this form of tendering idea is shot dead. !@#$%%

Today I saw Black ALH Rudra flying over testing zone (Hatsoff)... It has 2+2 ATMG launcher (may be dummy) and 50 cal gun mounted . I couldn't make good video as my mobile has no good zoom...

Competition actually are good for us, because it reduces costs and increases the choices for our forces. The problem is only, the pathetic way we plan and do them, because it's always either bribery (IA mainly) or planing mistakes of the competitions, that needs to re-issue them again (LUH, tanker, MMRCA for example).
MoD should be responsible for the planings and not the forces alone, just like a higher focus on joint procurements is important, to be more efficient.
