No, they are not. There is way too much distrust and sectarian blood on each other hands. The cycle of revenge will continue. Iraq will mostly get divided into Shia, Sunni and Kurds part to be at peace.

I wonder how come everyone manages to white wash these attacks as 'sectarian revenge' when IS attacks in Iraq but that never is used when they attack in Paris, Istanbul, Bangladesh etc.

Unbelievable carnage. This is where ISIS spread its disease across the Middle East and the world. Iraq is in an extremely difficult position to fight terrorism. There is also secterian violence.
