Our conventional rocket artillery has a range of 350-400+ km, we can basically shell anything we want while sitting in our own territory at the top of the Tibetan plateau. New Delhi for instance is only 300 km from the border with China.

See, this is what I mean by "Chinese/Middle kindom Physics".
Only Chinese are daft enough to think that a rocket with a putative range of 400 Km could strike at 400 Km in all terrain. Your Rocket has to achieve an altitude of over 6000m in order to get over Himalyan range, and has to do this is a flatter trajectory as this mountain range is not just a km or two, but hundreds of km thick.
A rocket fired towards India would harmlessly crash into mountains in-front of it.
Not all terrain are 6k km high and thick wall as you claimed, if we design the rocket specially to fit India, our engineer surely know which path will be the most optimum to deliver it to New Delhi.
You are half right. Not all terrain is 6000m high (it is average). The one facing Delhi is 7000m high and 350 Km thick. Himalyan range's average height is reduced to around 6000m due to low altitude Eastern Himalaya (4000m average height), else it is pretty much a solid wall with average height of around 7000m and numerous peaks being 8000m+.
And don't forget Karakoram range on your side which is also 6000+ m high on average.
You are wrong about your Engineers having a brain ,if they designed this (or any other rocket) for India (I think they had Taiwan in mind anyway when designing it). These two things are mutually exclusive.
