what exactly did Pakistan "do"? Shared what now seems to have been complete fiction with the Indian side.
So you'll actually believe Pakistan only after a warning is followed by an attack?
Even then, won't it take a string of warnings followed by a string of attacks to convince the most stubborn?
BTW, what if the terrorists did enter India but say : to connect with same minded local terrorists ...
or to re-supply or just for R&R away from Pakistani units hunting them down?

I like you a whole lot Abingdon but this sounds like a zealot's suspicion!
Here's how you do it : establish a direct link between two units, 1 from each side, that can share and work together.
Keep their collaboration internal. Wait for results.
This has the side advantage of discretion so that each warning won't be the source of a conspiracy theory.*
And by the way, when you're in such a situation, the stronger partner has to give some credit to the other.
Of course they'll stay ready for tricks and traps but factoring in the doubt, they still give the process a chance, feeling secure enough in their abilities to face the problems if any.
