Dogras do not look exactly like Punjabis. Dogras are more likely to have coloured eyes, and lighter skin on average. The 4th guy looks like he is from the Caucasus region. Such look is also found in Dogra lands. The first guy can pass for Eastern European I think.

Coloured eyes are surprisingly common among Dogras. I have family members who have them. I'm not sure what you mean by pahari though. The people most similar to us are people in North west region of Himachal- I think the Kangra region
