It's difficult and there's a lot of backage you have to get around but it's not impossible to receive money from Bangladesh. I've received money from Bangladesh via Western Union, and vice versa I have sent some too.

Not all scholars think the same, I'm sure there's enough moderates with common sense to support a good initiative, but the key is bringing them to the forefront, rather than alienating that whole section of society, therefore having the extreme, anti-regime ones look like the majority.

Ah if we had a stronger, centralised government I could see us being able to accomplish that but right now we only have a government that is preoccupied in maintaining its own position and its economic interests, social issues like this won't be a focus point.
