I know plenty of Army officers who serve both in their units and in ISI. This is especially true of commissioned officers. So in short you can not really separate the Army from the intelligence (suppression) unit.

It was impossible for the west to do what they are doing in Ukraine today. Back in 2008 US+NATO were facing two active insurgencies in Iraq and Afghanistan. Imagine the results if Russia supplied 1/10 to the Taliban of what the US is supplying Ukraine.
