Au contaire I would argue it's the in-house Pakistanis who are the biggest security risk. They are mostly willing to sell anything and all just to get a western visa/passport. The overseas Pakistanis already have those documents and thus immune to such bribes.

You are partially right. The US plan in Afghanistan was to get embedded in central Asia and then destabilise the whole region from within. It takes the shape of drugs trade and isis against Iran and Russia. It takes the shape of etim/TIP/TTP against Pakistan and China.
