There is no doubt that the security is improving overall, as those reports mention. But my question was more specific: How does the information from the courses that you mention are actually used in the field by the constable on VIP detail or the one with five kids at home, guarding a funeral...

So how does the information and training provided in these courses actually lead to improved security in the field in terms of actual results?

If they are SO incompetent, then no wonder the terrorists are winning and eating our lunch too. And it is not just the Police who are so grossly incompetent, if you apply the same standard to other security agencies.

Past cases of what? Bomb blasts at funerals? Negligence? Collusion with the terrorists?

That assumption may be dangerously incorrect.
