No. That’s an Army practice, **not** the law. The constitution gives the President and the Federal Government absolute power to appoint whomsoever they want as Army Chief.

The military chiefs are protocol wise, at least, all a tier below cabinet level, except Chairman JCSC. Same as Sherman. Her meeting Bajwa is fine. And while we are at it, every foreign dignitary who comes to Pakistan needs the FO permission to meet any functionary.
