Only the third stage is extra but the first two stages are same as Shaheen 3 as i guess so IMO its range is ~3000KM and has atleast 3 - 4 warheads.

This missile is for sure for multiple warheads as its mentioned that it can hit multiple targets. for SLV liquid one is better but thats not the problem. the only issue in having own SLV is cost effective because we launch very few satellites so making one for rare use is not feasible.
