War seems especially unlikely given how they are just getting out of Afghanistan (especially how chaotic that is). I don't see Biden being able to convince his power base for a new war in the middle east even if ge wanted to, and especially given the rise of China.

The actual news seems clear that they will be transitioning here not stationed.
They are not getting a military base just getting accomodations till they are able to leave for the US. My guess is it's in response to the bombing and the approaching deadline.

This assumes that before Taliban the situation was good for Pakistan. Last I checked, the worst wave of terrorism in Pakistan happened under the outgoing lot.

Probably after a few years once things settle down and there is a proper government in place. At this point the Taliban are a fighting force, once they have transitioned to a government as well, and the security situation improves, sure.

Now the real test will start for the Taliban. Fighting a clear enemy is easier then managing and controlling your population especially in a country ravaged by decades of war.
I hope they are able to administer the cities just as well as they managed to fight.
