Pakistan does not have the capability to update the System Software. It is not some thing that you can change on your own. It is a proprietary system and if we want to change it, we would need US help because they own the source codes.

I know these countries manufacture but they are manufacturing the birds under License production and not under ToT. All the critical parts of these planes comes directly from USA .i.e Mission Computer, Radar, Engine etc. USA don't give ToT for these things.
