Agreed, this will also provide a way to keep track of police because the sad truth is that most of the police are involved in crimes as well. This will require investment and training of the personnel. Its a good idea though.

Someone on another forum posted these excellent videos on the new CCTV system in Karachi a project led by Mustafa Kamal of the MQM. The whole project took only 6 months to complete and incorporates some of the latest technologies. Hopefully it will improve the security situation in Karachi...
