Interesting definition of stability. Almost makes Pakistan look like being stable. The economic issue is something on which there can be little difference of opinion. But Stability over all is dependent on security in all of its forms.

Stability and ambiguity do not go together. Use justification of stability to increase conventional forces. Define nuclear threshold and be prepared to implement. If conventional strength is high enough agree to no first use. That would bring stability.

Let me simplify. 2 Sqns of Migs means 6 defending at a time. 3:1 attacker ratio means 18 aircraft required to neutralize them. So as you said it is only useful if it stays out of ground aircraft range. What use is that?
