    But that arises mostly from chronic underdevelopment. The point in the end boils down to that per capita consumption remains a very good measure of development (like Europe) and underdevelopment (like south Asia and Africa).

    Agreed. But roughly speaking industries are also a function of population. Population is directly proportional to resources consumed is directly proportional to industry is directly proportional to electricity consumption (again roughly). Thus I believe my point would still stand.
