I am sure it is an effective way to resolve the traffic issue. My guess is that Hanoi or Ho Chi Minh traffic arent as bad as in Dhaka so it should not really be an issue. Creating gradual awareness could be a way to boost usage of metros. I am also accustomed to the fact that Vietnamese people...
