They can't be on par with both American and Russian radars, the performance difference between those two is pronounced.

Wiki says f-22 combat radius is about 850km.

It doens't appear to be much difference either way, f-35 will have much better speed, much better weapons, and the best avionics and sensors of any fighter. F-117 didn't have defensive avionics and air to air missiles. Stealth is the only way it compares to f-35.
