The construction was rushed. The project was to take 36 months. Instead it was finished in 18 months. Whoever cut the corners have to be punished severely.

You may be mistaken on a couple of points. China never sided with Khaddafi. Neither does it side with Basser. As an adherent to the principle of non-interference China opposes any foreign attemps at regime change in any sovereign country. That's the crux of the matter.
