The OP seems to say the insurer can't pay the guarantee because of the sanction. This is analogous to say you don't have to compensate for a damage you did to my property simply because we don't have any business relations.

What is the difference between a compensation and a guarantee? Also what breach of sanction they are talking about? This incidence apart, does an economic sanction imply that all payables are written off?
