You got this totally wrong. All of China's 18 group armies can move to the your border within 24h if necessary. For some it takes only 4 to 5 hours through railway.

FYI As a city of 21 million people, Beijing's GDP per capita is $14k and Shanghai's (a bigger city) GDP per capita is even higher.
