The counter measures purchase is excellent- they can provide a defensive umbrella neurtralising/jamming IED signals within a given radius.
Should be good for troops patrolling in terrorist hot spots.

The Afghan army has to start somewhere and as a relatively new force should not be judged by the standards of well established western forces or even the Pakistan army.
Despite all the eagerness for a quick fix solution this will take time.

Although I think Pakistan should purchase additional F22P frigates as a general purpose vessel to act as the core naval vessel I think an air defence orientated frigate like the Type 054A is needed to provide area defence for the fleet.
