Char is a temporary formation but when one bank erode the other bank raises. The char is the siltation from upstream. River changes its course to some extent every year and for that the erosion occurs.

You have no clue what you talking about. There are river bank erosion but the river never gets widen. So the net gain of water by erosion is zero. Besides dam never stops siltation in the downstream as 99% of the silts are carried in the rainy season when dams are wide open.
