Pakistan is not obliged to announce cruise missile tests,only Ballistic missile tests are to be informed. So you can't be too sure if Babur was tested in the sea or not.

On the other hand Pakistani TEL are all terrain mobile not just road mobile. Indian TEL cannot go off road. PAKISTANI TELL can.
