Haven't they filed a return for the properties that were damaged or destroyed during a stand off between govt and TLP? If they have, can they file a lawsuit against the govt and TLP for the damages? If not, there should be a law in place.

Everyone in Pakistan pay taxes one way or another, but they do pay. They just don't know how to file a return. And I believe this is the job of state to educate them on how to file a return.
