    If there is no water shortage in Pakistan, then what you say makes sense. But hydroelectricity is a renewable clean energy.     If it is for electricity generation, or to free up oil for exports, it is doubtful to be economically meaningful. The cost of building, maintaing reactors, importing uranium or enriched uranium, will offset those savings. It will also make SA very dependent on imports for its electricity needs...

    There are several major dams on the Indus River with large reservoirs. Presumably the water in the reservoirs can be carried via aqueduct to all neighboring areas, without the need to add more dams. Dams in flat areas are more tricky too, so perhaps only a few can be built in upstream areas...
