Yeah. They made a lot of money doing this because Saudis feel that "Sadaqah" is extremely important and always give money everywhere. The average Saudi gives about 10% of his money to charity. Even I am guilty of this when I see beggars my hand reaches to my pocket automatically. My mother gives half her salary to an orphans institution. I am not ragging this is a serious problem. Terrorists get their funds through this or used to they would pose as an orphan house or any charity institution and Saudis would just drop any money because they hold pictures with sad signs and pictures on them.
