If you have lots of them especially with lots of extra batteries, then all you need is to keep one in the sky and camera on this thingy is good enough for monitoring the movement in the day. If some are lost, it is not that much of a worry, however should it be paired with some professional military UAVs with night vision and other advanced capabilities and long endurance.It's a quad copter, how surveillance can be done by that. It can be further reduced by having more sensors on the ground thus reducing the need of drone surveillance...IR sensors, motion sensors, cameras, etc.Along with fencing, border patrols, this will be a great device!
It will reduce helicopter surveillance hence reducing costs!

Such a thing was under development a few years back.I think @DESERT FIGHTER has the answer.
These are the eyes. If you see some incursion then UCAVs, choppers and other assets can be directed towards the target. Eyes are important man....ask a blind man.unarmed drones are useless
