No idea. The legal definitions are all blurred.
 
The 10 largest donor countries should only give money to countries that bring real political added value to them.
Feeding and artificially propagating people with low IQ does NOTHING except new/more problems.

That is only a variable dude.
I personal don't care.
What I care about is to give aid to countries which don't damage the own Realpolitik.

Let me give you an example.
For America Israel is a relative cheap outpost which produces/creates something and saves 150k US troops in this region.
Jews got $ from America to buy 3/4 from this "aid" US products.
The other 25% is even to a certain part under US influence, US has a fair share in that too. I.e. when the Israelis wanna export something which they developed where this money went in, they have to ask the for US permission.

Germany need a Israel too.
Hungary as an example.

From USAID, in per capita terms, Pakistan has received approx 14 times more than that received by India if total aid is taken into account.

OECD is the other major agency that gives aid. It’s report is available here.


OECD aid data from 2010-17 shows that India got 1.8% while Paksiatn got 2% of the total disbursed aid. Considering Indian population size, this would amount to Paksiatn getting about 8 times per capita aid compared to India. Then there are some surprising names in the report. Are these countries poor in any sense? Not really.

Anyone who is really keen to understand this aid business can go over these complete reports and get all the info rather than a poorly authored cryptic article.

They had much larger sums, plus no sanctions, plus no Afghan war, plus no serious floods.
 
Aid is not free money.

It's a debt actually.

As well as money to fund rebellion in that country.

For example, aid for China, it never went to the China government or Chinese people pocket, but instead it went to Dalai Lama, Hong Kong, and Uighur activists.

It's a misconception that foreign aid means charity.

Foreign aid is to serve donor countries instead of targeted countries.
