Not just the faculty. Students are also "imported" to KAUST. I daresay that had I been an engineering student in 2009 instead of the 1980s and my graduate studies professor had been recruited into KAUST I likely would have gone with him. KAUST offered students their own villas rather than little dormitory rooms to live in. Freedom of worship, etc., all guaranteed. It was sold as a slice of the West cut out and transplanted into Saudi soil.

However Saudi universities also admit foreign students, but not yet commercialized.
If they offer job search visa after graduation, they will see surge in foreign applicants.
Saudis also offer citizenship to doctors of specialized disciplines. You never know any of Egyptian professor listed there might already be a Saudi national.

So basically all are imported!
