Planes like this are too slow and vulnerable to SAMs, fighters, and anti air guns to do anything to a national military except when there is air supremacy, and we can never guarentee air supremacy against large national militaries. If air supremacy is reached, we don't need this, regular bombers and ground forces will do the same thing.

Why would we ever need this when we have supersonic attack aircraft like the Q-5 and bombers like the JH-7 and H-6? Those can actually penetrate enemy defenses.

Not everywhere carpet bombing is possible. I guess, such air crafts are used in civilian areas to strike threats in precision without harming civilian population or infrastructures.
