Renault, Nissan (and Mitsubishi since 2016/2017) do have a strategic partnership (which they call an 'alliance') but it is not a merger. They are however joined together through a cross-sharing agreement where each company has shares in the other companies.

according to japanese law Renault owns Nissan and has full controll over Nissan operations...

In the late 1990´s Nissan was close to went bankrup and only massive 6billion $ cash from Renault keeped Nissan alive...

Renault owns 44% of Nissan and is by fare the biggest stock holder, Nissan can make no decisions without reciving a green light from Renault..Nissan owns 15% stack in Renault with no vote rights.

Good example Carlos Goshn he was CEO of Renault as Renault safed Nissan... Goshn became also CEO of Nissan controlling both companys from his HQ in France... as Renault took over Nissan, Nissan had $ 20billion debt(1999) ... of the 46 models sold only 3 made profit and Nissan made a net loose $ 6.6billion/year (1999)... no one belived that Nissan could be rescued...
After Goshn steped in the next year Nissan made a win after tax of $ 2.7billion (2000) Gosh promised to reduce the Nissan dept to half till end of 2002 (achived) ... Renault ownership turned Nissan in one of the most profitable car producer

If VW and Ford deepen their global alliance they get things to the next level... with 17million vehicles/ year

They start with cooperation in light commercial vehicles which both companys sale together 1.2million/year
Ford develop midzise pick ups for both brands global sales in 2022
VW develop city vans
Ford recive from VW the all new MEB electric vehicle platform.. Ford plans to build 600.000 of a single model on the MEB platform and has options to build a second model useing VW´s platform.
