1. The city is located beside the ocean. What if there's a tsunami ??

2. Just putting up high-rises will not make a city "smart".

3. Though yes, a city's commuter system should be mainly/only public transport system.

4. The city will be fully developed by 2035 ?? I suppose if the Chinese are given the contract they will finish it before that time.
