Why would USA even entertain such as offer when it is obvious that Pakistan will not be able to keep on making more fissile material and weaponry given its precarious economic situation, as you correctly point out? Why offer anything in return for something that Pakistan will be forced to do anyway?

This article was obviously written by Media WHORES who call themselves Journalist. These people think that Pakistani people are stupid and will buy any lie or propaganda. Here is the basic flaw in their argument :

India has more resources than Pakistan and they can build more Nuclear bombs.

So who cares how many more NUKES India has, as long as we have enough Nukes to destroy India totally. Indians cannot kill us more than once and any nukes they have beyond what is needed to destroy Pakistan is immaterial and irrelevant in an India-Pakistan conflict.

Our deterrent against India is simply the fact that we have enough nukes to annihilate them completely. This fact negates their numerical advantage in Conventional Military Hardware. Pakistan should continue to build Nukes till we have enough to totally and completely destroy India in case of a Nuclear Holocaust between India and Pakistan and that is the only thing that will stop India from messing with Pakistan.

On how much fissile material Pak sitting on as strategic reserves?

For your convenience I have numbered them (hope it helps, I am not trying to spoon feed)

1. Pakistan cannot develop power units using nuclear tech.
2. Making nuike bum is difficult for a country like Pakistan (more so due to the threat of sanctions and not the technologg)
But making power plants is a HUGE challenge. Only few countries in the world can build one.

3. heck Chinese went to US and bough the design for their 1000 MW units.. Why they could not scale up the Russian tech based 300 MW plants.

More so, the author seems to have also ignored that as such Pakistan already has enough fissile material in its stockpile for its goals and the annual billion or so is being spent on a mixture of delivery systems, security improvements for these installations and more dismally on procuring 20 million rupee SUVs for the top hierarchy of its strategic program.

Which one is for 20 million? Toyota Cruisers (Amazon edition, since the Prado is too much inferiority for them) with Armor that army wants, are 35-40million....along with those alien searching antennas on a support cruiser in the protocol and 5-6 Vigos. So yea, they are spending about 50-60 million on just the protocol procurement.
Armored cruisers last at best 3-4 years due to their armored weight eating thru their suspension...so naturally, they are replaced.
