Modi keeps talking about AJK & GB but has taken no concrete action.

If he was serious, he would do the following

1) Provide Indian passports to people of AJK & GB anywhere in the world on arrival in India

2) Nominate and fill up the Indian Parliament seats for AJK & GB with the people form those regions immediately

3) Setup courts and administration for AJK & GB.

4) Announce budget allocations for the people of AJK & GB.

5) Provide Bank accounts and government services including providing money allowance, health Insurance etc like it is being done for rest of the Indian citizens.

If he cannot do this, he should just shut up with this non sense.

It is not the question of if you are asking for these or will accept these but I want my Government to extend all privileges that a citizen of India has, to the people of AJK & GB before my government claiming that AJK & GB are part of India.

Modi is slowly and systematically preparing, but Pakistan and China are aware of the plans and ready to thwart any action. The belligerent talk, the arms build up, the crushing of the Kashmiri people, threats on North Pakistan and the beefing up strength on all theaters point to the same thing, India's hegemonic designs.
