Pakistans premier intelligence agency, Inter-Services Intelligence, has again become the target of a renewed spate of criticism. It has always been a favorite whipping boy of Pakistans politicians and media after the advent of free media channels. The anchors, politicians and all those who could not dare mention the I-world in the previous century felt emboldened during Mush era and started tarnishing the image of ISI and the armed forces through mudslinging. The latest two examples of this criticism are the carefully leaked report of Abbottabad Commission and recently surfaced letter of MQM leader Altaf Hussain to British premier Blair in which he has demanded of the British government to disband ISI.
ISI is Pakistans premier intelligence outfit and one of the world class agencies. It obtains information both by overt and covert means which is critical to Pakistan's strategic interests. Like all other agencies, its primary mission includes aggressive intelligence which comprises espionage, psychological warfare, subversion, sabotage. It has a dedicated section which spies against enemy's intelligence collection. For quite some time, it has been in the eye of storm as it has come under sharp focus of the countries who always felt threatened by the operational competence of this agency. The US and India spare no occasion to malign it but recently, there has a sustained campaign launched by media and foreign-funded NGO. It is being accused of human rights abuses. The media-savvy politicians and judges have also been involved in reigning in the agency to make it a toothless arm of establishment.
The Abbottabad Commission Report has held all the security and law-enforcing agencies collectively responsible for Abbottabad Operations. This includes local police, their intelligence arm the Special Branch and Intelligence Bureau (IB) and also the ISI but the media campaign has skillfully been focused on ISI ignoring the fact that domestic intelligence is the major function of civilian agencies and ISI is no police; its job to collect information and pass on the actionable intelligence to quarters concerned.
The latest revelation is even more shocking. The MQM chief who runs his party, including its assassins, land-grabbers and extortionists from London is known to have elicited the support of British prime minister for disbanding ISI. This could be because ISI is well-aware of the activities, criminal and anti-State, of Altaf Hussain and could jeopardize his criminal enterprise. In return for its support to war on terror, Altaf Hussain has asked for the following from the British government:
Equitable participation in the governance of Sindh and Federation,
Equitable participation in all spheres of life including education, employment, army and administration,
Federal government should only deal with Defense, foreign affairs and currency control, and
ISI should be totally disbanded as it produces terrorists.
The Pakistani establishment was aware of the anti-Pakistan activities of Altaf Hussain but he could not be brought to book because he was a precious asset of MI6 and was lodged comfortably in UK under the protection of British establishment. His letter, which he wrote on September 23, 2001 has now been officially acknowledged when he himself has fallen from favor for killing another British national on the British soil and has been found involved in money laundering of tens of millions of pounds. He has also been accused of publically inciting violence.
Eliciting the support of foreign governments against state institutions are worst examples of high-treason. But the politicians and their principals get away with it. Hussain Haqqani invited American establishment to cut Pakistans military and ISI to size and Altaf Hussain asked his British masters to disband ISI. Then the contents of Abbottabad Commission Report were deliberately leaked to focus the criticism on ISI which is not the only intelligence outfit of the country. The entire diatribe against Pakistan establishment proves one sad and one very comforting factor; the sad part is that Pakistans ISI is a lone ranger who is not only fighting the external enemies, it has now to fight the internal elements who, in one way or the other have some connection with foreign elements.
