China's youth literacy rate is 99.7% in 2015, while India's is 89.7%. India's adult literacy rate is 75% while China's is at 97%.
What inclusive growth are you talking about when a quarter of your population and a tenth of your youth can't even read and write?
To me education is the most important social leveler. As long as there's education, there's the hope of economic mobility. Whether it's investments in your area or you move to other places in the future. Hukou can be easily tweaked or abolished, but not the general level of education.
Building infrastructure is easy, but eradicating illiteracy is hard. A illiterate or lowly educated adult will most likely remain so for most of their lives, because adults learn slower and has little time to further education.
Even tiny Singapore with many years of being a developed country still has many illiterate elderly. Same with HK. Our education index in the HDI composite is even lower than Russia or Ukraine in 2013.
Yet you keep on bragging about 0.8 HDI by 2030, or how India's average population will be more educated than Singapore's or HK's average population in 2015 by 2030.

Can't imagine we have such a delusional guy here... Despite your so-called "priority" your countryside is still in the dark age where people live in huts... And your smaller than prison cell living space both in cities and in the countryside makes our peasants living like kings:As I said, it's all about priority. Our spending priority is different from China's. China's spending priority was into the urban jungle. Our spending priority is in the rural areas.
Take health care, Modi's new health plan is aimed at 500 million of our poorest. Our biggest infrastructure project, the river linking project, is aimed at our agriculture. Most of our welfare spending is going to the rural areas. And to top that, our rural folk can live in and out of our urban settlements without that hukou BS. So they can access the best education and health care available in the country by their own choice. These advantages are impossible for China to meet because they don't prioritise rural upliftment beyond a certain level.
China's GDP increased due to ridiculous amounts of urban construction using debt. India's growth is not even close to such an unsustainable growth plan.
India's urban literacy rate is 86% and youth literacy is pretty much closer to 100%. So even the illiterate are getting their children educated at a high rate.

The latest census 2011 data released on Tuesday shows that around 41 percent of India's is below the age of 20 years. According to The Times of India, half the population is in the 20-59 age group while 9 percent is above the age of 60.
Demographic Dividend.
When we speak of youth literacy, you lot forget that India's a very, very young country. Only 9% is above 60, and most of the adult literacy is concentrate in this group. And the second highest will be in the 47-59 group. So by 2030, everybody who is 47+ will be retired.
The combination of a young population and the ability of our rural folk getting unrestricted access to cities is where our biggest advantage is. And the govt spending is focused on boosting this area of our economy the most.
China did not do things this way. The CCP pushed rural folk out of poverty, got them educated and then shut them out of the core economy. And the CCP only spent on that core economy. That's why a $14T China is still a developing country with a lot of poor people with no opportunities, which is laughable.
