Because most of them are not responsible and many of them have unpredictable futures. A couple decades ago, no one would have thought that the most wealthiest African country (Libya) or the strongest Muslim power (Iraq) would be where they are now.

Yes we have faced many calamities and setbacks in history, but we always managed to hold it together.

Also, most of these countries would not be interested in nuclear weapons, they would not be capable of facing the sanctions. Pakistan too would suffer sanctions if the source is traced.

nukes are good weapons to stop attack at present but the speed with which u.s is advancing in technology like advancement in space weapons and Artificial intelligence and robotics as well as laser based weapons to neutralize nuclear weapons carrying missiles and aircrafts, within next few decades they may attain ability to neutrilize nukes of countries which are not advancing much in field of upgrading their nuclear delivery systems

The weapon the West fears the most is an educated, rational, thinking, progressive, democratic Muslim world.
